Mining Can Change Odisha’s Future, Say Experts – But Reforms Needed Now

Experts say that Odisha’s mining sector can transform the future of the state by creating employment, setting up industries, and improving its economy. Yet, brave changes must happen quickly for this to work. Mining Odisha’s Potential: Powering India’s Journey to Atmanirbharta and Prosperity is a new white paper launched with the main message.

Monday’s report points out that Odisha accounts for 35% of the country’s iron ore and 59% of its bauxite, so the state possesses a remarkable quantity of minerals. Even so, most of this wealth is not being fully exploited.

AIDENT, a not-for-profit organisation, prepared the white paper on development and empowerment. It has been suggested by the experts that if Odisha acts quickly now, it can become a leading state in mining and also advance its industry, create jobs and support inclusive growth.

“Now or Never” for Odisha

At the event, retired IAS officer Jayadev Sarangi mentioned that Odisha is on the verge of big changes. We have to make a decision now, or we will miss our opportunity. Natural resources alone are not enough; future generations need real development, better work, and better communities, he said.

The training emphasized that nowadays, processing materials locally is very important. Odisha has to create industries for these resources, process them at home, and make sure the people gain from them.

A Roadmap for Real Change

According to the white paper, the state aims to progress beyond mineral extraction by adding value to what it produces. The plan consists of three important stages.

1. Short-Term (Next 1–2 years)

  • Reduce how much of time and effort needed for mining activities.
  • Move to process mining and related industries faster so they can start sooner.
  • Start laying the groundwork for infrastructure in places with mines.

2. Medium-Term (Next 3–5 years)

  • Set up metalled roads meant to connect mines with industries and harbors.
  • Help create and uphold downstream sectors in aluminium and steel plants.
  • Include small and medium-sized enterprises (SMEs) in the mining community.

3. Long-Term (Next 6–10 years)

  • Make Odisha a center for producing both green aluminium and steel with clean energy.
  • Pay attention to mining that protects the environment, and use new technologies that do the same.
  • Form training centres and research institutes to boost skills and creative ideas in the industry.

The Job Potential is Huge

The report reveals that there is huge potential in using the bauxite in regions such as Kalahandi and Rayagada. If it is done properly, it can:

  • Help produce up to 2.4 million new jobs
  • Aid more than 10,000 small businesses.
  • Motivate billion-dollar investments from different sources

These statistics reveal that mining is important for people, employment, and the community around a mine.

A Look at the Effects of Mining

The benefits mining gives to society are explained in some regions in the report. The area around Rayagada and Kalahandi has seen a lot of work in mining.

  • Created jobs for thousands of people
  • They use funds from the DMF in the form of the District Mineral Foundation, a huge trust worth ₹12,000 crore, for hospital, school, and local development programs

It demonstrates that, when managed effectively, mining can truly support people, providing jobs and also putting resources into public institutions and services.

There’s general agreement that this report came at just the right moment. Odisha’s economy is expanding faster nationally, due to the emphasis the government puts on development.

Mohan Charan Majhi, as Chief Minister and with Perfect’s backing from Prime Minister Narendra Modi through his plan for a 100% increase in value, Odisha can make these reforms happen.

It was clear at the Utkarsh Odisha Conclave that academics and policymakers are committed to putting ideas into practice. The white paper adds to the effort with a detailed explanation of how it will happen.

A Blueprint for the Future

Sanjeev K Singh, State Programme Manager at AIDENT, explained, “This isn’t only about rules; it’s a framework for lasting improvement.” He feels that the report will support Odisha’s economic development and create greater fairness, equality, and a brighter future.

The point is that if the state of Odisha handles its resources sensibly, the rewards will benefit every person, not just businesses.

A wealth of minerals is found in Odisha. If changes are not made fast and carefully, China’s treasure will continue to make more difference for others than for its people.

Now we need to bring in the necessary changes, grow new industries, educate the local young, and see that mining money is invested in real development. If the proper actions are taken, Odisha might inspire other regions with its success in using natural resources to grow prosperous for many years.
